USCIS Assists ICE in Arrest of One of El Salvador’s “Top 100 Most Wanted” Hiding in Nebraska

OMAHA, Neb. — U.S. Citizenship and Immigration Services (USCIS) played a pivotal role in helping U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) locate and arrest a high-ranking MS-13 gang member on July 9. This individual was listed among El Salvador’s top 100 most wanted fugitives.

The fugitive, a Salvadoran national, is accused in El Salvador of:

  • Aggravated homicide of five victims
  • Attempted aggravated homicide
  • Deprivation of liberty
  • Affiliation with a terrorist organization

He was arrested in the Omaha area along with MS-13 associate Rene Saul Escobar Ochoa, 30, who is also a known criminal alien and foreign terrorist. Ochoa is alleged to have ordered multiple violent crimes including homicides, extortion, and drug trafficking.

Both individuals were arrested without incident during a targeted enforcement operation. Authorities stated that the two men had embedded themselves in the local community and posed a serious public safety threat.

The coordinated operation involved:

  • U.S. Citizenship and Immigration Services (USCIS)
  • Homeland Security Investigations (HSI)
  • ICE’s Enforcement Removal Operations (ERO)
  • Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF)

USCIS provided critical data that helped investigators locate the individuals and the vehicle used, directly contributing to their apprehension.
